Kelly’s various appointments include proposals, bankruptcies, and CCAA under the Bankruptcy and Insolvency Act, Court and private receiverships, Receiver under the Winding-Up Act, and First Nations financial management at the request of the Department of Aboriginal Affairs and Northern Development Canada, one of which included the First Nation with the largest trust fund in Canada.
Kelly has contributed to his profession by being an active volunteer and board member of The Canadian Association of Insolvency and Restructuring Professionals and the Alberta Association of Insolvency and Restructuring Professionals. He has been a member or chair of numerous education and examination committees for CAIRP and the Office of the Superintendent of Bankruptcy. Kelly has represented the profession as a presenter, speaker and panelist on a wide variety of insolvency-related issues at national conferences and seminars as well as a speaker to numerous industry groups.
Kelly grew up in Victoria and attended UVIC and Simon Fraser universities. After graduation, he became an entrepreneur in Alberta before earning his professional designation. Kelly has been lifetime active in sports including soccer, baseball, football, and rugby as a player and coach. He believes sports, especially team sports, develops the whole person and teaches you that “success is only guaranteed by leadership, team building, and hard work.” Kelly is married to Elizabeth and they have a daughter Lindsay who is a health professional, and a son Desmond who, like his dad, is a CIRP.
